As one who has worked in the criminal justice system AND corrections lo these past 3 decades, it is clear to me that Harry has NO clue how the system works.
California can’t hire enough prison guards - even though they pay TOP dollar. IF you ARE hired, and stick around long enough, you’ll eventually rise up through the ranks - maybe even achieving your GED along the way.
